If you are not getting the beep sound after entering *#1234 then you will need to program it locally. To do this, you will need to access the Hotline Dialer from inside the phone by unscrewing 3 crews in the bottom. The Hotline dialer is a small circuit attached to the back of the blank plate. Please take a photo of the connections so you can put it back the way it was. You will need to unplug the 2 phone wires connected to it, then connect the BLACK port to your phone line, and any of the GRAY port ports to a regular telephone with a keypad. You then can use the keypad of this handset to re-program your hotline dialer according to instructions. After programming it, you need to unplug it from the phone line and the phone handset, and connect it back the way it was before.
